Victorian Training Guarantee 2013

 
Complex Institute of Education - Complex Training Academy is pleased to announce that in partnership with Higher Education and Skills Group (HESG) formally known as Skills Victoria and the Federal Government it has secured a Service Agreement/Contract to offer Government Subsidised Training as part of the Victorian Training Guarantee. This is a great initiative that will see more training subsidised for more people.
 
From the 1st of January, 2013 all Registered Training Organisations that have received a Service Agreement to offer Government Subsidised Training as part of the Victorian Training Guarantee are bound by the same student eligibility criteria and are under the same obligations when collecting Enrolment Fees including any applicable Funding Gap Payments (although these amounts may differ between providers, RTO’s are no longer able to waive all enrolment fees – as was the case in previous years)
 
From the 1st of January, 2013 all of Complex Training Academy’s full qualification courses are eligible for Victorian Government Subsided training places. 
 
Who is eligible for a government-subsidised training place?
 
In 2013 you are eligible for a government-subsidised training place if they:
 
Meet one of the following citizen/residency statuses:
 
·         Australian Citizen
·         Australian Permanent Resident (holder of a permanent visa)
·         New Zealand Citizen 
 
And you are any of the following:
 
·    under 20 years of age (as at 1 January 2013)
·    undertaking an Approved Foundation Skills course
·    20 years and older and ‘upskilling’ by undertaking a course at a higher level than their existing qualification
·    a Victorian of any age whose existing highest qualification is the Victorian Certificate of Education; Victorian Certificate of Applied Learning (Intermediate or Senior); International Baccalaureate Diploma; Senior Secondary School Certificate from another Australian jurisdictions or any Vocational Education and Training (VET) certificates completed as part of a Senior Secondary qualification.
If this is you, you will be eligible for a government-subsidised training place in a qualification at Certificate II or above.
 
And...
 
·    You haven’t begun and are not enrolled to begin two or more other government-subsidised courses in 2013. (This means that you can start no more than two government-subsidised courses in this calendar year)
·    You are not already doing two or more other government-subsidised courses. (This means that you can do no more than two government-subsidised courses at any one point in time.)
 
If you self-identify as being of Aboriginal or Torres Strait Islander descent or have been referred from an Employment Services Provider (ESP)e.g. Job Services Australia (JSA)  or from the Department of Human Services (DHS) and hold one of the following, additional eligibility allowances and/or possible tuition fee concessions may apply:
-             Single And Teenage Parents Training Initiative Referral Form
-             Young People Transitioning From Care Initiative Referral Form (you must also meet all Victorian Training Guarantee eligibility criteria yet if eligible will receive a full fee waiver/exemption requiring $0)
-             Workers in Transition Program Eligibility Letter (with a separation certificate from your previous employer)
-            Job Seekers with a completed Job Seeker Referral Form
 
Enrolment Process
 
Please allow at least 30 minutes when attending one of Complex Training Academy’s branches to complete the enrolment process which will include the following steps;
·       An assessment of your Language, Literacy and Numeracy levels to gauge if the course is suitable and/or if any support services may be required
·       An eligibility assessment for possible Government Subsidised Training as part of the Victorian Training Guarantee
·       The completion of an enrolment form that provides important course information to yourself, collects your details and provides the terms and conditions of your enrolment


What to bring to Enrolment
 
When attending for this enrolment process, please bring with you the following;
  • Evidence of your citizenship/residency status
-             Australian Birth Certificate, Current Australian Passport, Current New Zealand Passport, Naturalisation Certificate, Temporary Protection Visa, Current Green Medicare Card or Formal documentation issued by the Australian Department of Immigration and Citizenship confirming Permanent Residence
  • Evidence of your age
-             Current Drivers Licence, Current Learners Permit, Proof of Age Card or Keypass Card
·       Any Concession Cards that you may hold
-             Commonwealth Health Care Card, Pensioner Concession Card or Veterans Gold Card (or evidence you are a dependant spouse or dependent child of a person who holds one of the above cards with your name listed on this card)
·       Any Referral Forms or letters that have been issued to you by an Employment Services Provider (ESP)e.g. Job Services Australia (JSA) or from the Department of Human Services (DHS)
 
All participants that are eligible to undertake training with Complex Training Academy under the Victorian Training Guarantee (with the exception of Young People Transitioning from Care) incur a mandatory enrolment fee that will need to be paid prior to them commencing in their chosen course. The table below outlines in detail these fees.

* Concession – Students who are eligible for the VTG and who also meet the following criteria are eligible to pay the Concession Enrolment Fee
·       Hold a Commonwealth Health Care Card, Pensioner Concession Card or Veterans Gold Card (or is a dependant spouse or dependent child of a person who holds one of the above cards with their names listed on this card)
·       Holds a Single and Teenage Parents Training Initiative Referral Form     
·       Self-identifies as being of Aboriginal or Torres Strait Islander descent
** Non Concession – Students who are eligible for the VTG but are not eligible to pay the Concession Enrolment Fee
^^ FUNDING GAP/JOB SEEKER REFERRAL FORMS
If a student (Job Seeker) is sent to Complex Training Academy with a completed Job Seeker Referral Form it is understood that the Employment Services Provider - ESP (Job Services Australia - JSA) understands that this will result in a ‘Funding Gap’ being required to be paid by the ESP.
·       For a Student eligible for the VTG with a completed Job Seeker Referral Form and eligible for a Concession Enrolment Fee, the Concession Enrolment Fee amount (e.g. $120 for a Certificate II) is required to be paid by either the student or the ESP (on agreement between the parties). The remaining ‘Funding Gap’ is then required to be paid by the ESP to Complex Training Academy (e.g. $480 for a Certificate II)
·       For a Student eligible for the VTG with a completed Job Seeker Referral Form but not eligible for a Concession Enrolment Fee the enrolment fee amount (e.g. $600 for a Certificate II) is required to be paid by either the student or the ESP (on agreement between the parties). There will be no remaining ‘Funding Gap’ in this situation.
